Caption from the photo "Neither Manitoba Hydro nor the provincial government would call hearings to test public opinion on the Churchill-Nelson Rivers hydro-electric project - so an Inter-Church Task Force on Northern Flooding did. An appearance by provincial cabinet minister Sidney Green drew a full house. The seven-member panel heard over 50 briefs; many Native people came from the North to present their point of view. MCC (Canada) is a member of the ICTF.

"Men" have large fake mustaches, glasses, large Dutch hats, dark suits, with white ribbons pinned on. Women have what appears to be small corsages, dark head coverings.
