Likely the Young People's Union Cabinet, meeting in Newton, Kansas. Frank H. Epp stands at back left with Bill Gering, YPU leader to his right (in the middle). Front row at far left may be Gordon Dyck and to the right of the 2 young women, Harris Waltner. See photo in the CM 4-48-3 which includes Dyck and Waltner. The photo may have been taken with Frank H.
