Flooding

This photo is of a flooded street in an unidentified area of North America. A low sandbag dike has been constructed, but the water is on both sides of the dike. The homes and properties on both sides of the street are not flooded. The description on the back of the photo says, " A radio appeal was made for men to help with sandbagging, Since many Mennonites live in the flooded area, the men responded to the appeal direct without MDS organizing in this area. Too, a number of Mennonite graves were affected."
