Location is possibly British Columbia. A.J. Klassen's Alternative Service for Peace lists a Harold Ashley from Toronto, Ontario. The photo appears to be a wedding picture. A list in the Mennonite Archives of Ontario indicates he was a Christadelphian from Longbranch, Ontario.

Caption on back reads: "Andy and Jake Peters pulling in the undercut." Jacob Peters is from Kitchener, Ontario. "Andy" is possibly Andrew Bowman (Bridgeport, Ontario). See also Hist.Mss.22.1_1-7,8 and 27.
