MCC meeting local tribal chiefs at Matadjene in eastern Chad

This photo is of tribal chiefs at Matadjene in eastern Chad, who are meeting with MCC (Mennonite Central Committee) representatives. The photo shows men in mainly light-coloured robes wearing turbans on their heads.
On the back of the photo it says, "At Matadjene, a 'water hole' in eastern chad, MCC representatives met with local tribal chiefsto discuss their needs. Water is obviously the number one problem. Crops have not matured because the rains stopped early. Cattle are dying and hyenas kill many of the remaining, weakened beasts. Tea and sugar is necessary, but difficult to obtain. In times of severe food shortage, these people can survive for a time on two bowls of tea with sugar each day. They would readily evaporate with any efforts to build dams or make ponds in order to preserve water. As solid Muslim leaders, they regard drought and aid alike as the will of Allah.
